Aviation Authority adopts interim regulations for ride share operators

The Charleston County Aviation Authority Board and Rasier LLC, a wholly owned subsidiary of Uber Technologies Inc., have approved an interim operating agreement that allows UberX to legally do business at Charleston International Airport.
 
The interim operating agreement became effective Aug. 21 after Paul G. Campbell Jr., executive director and CEO of the Charleston County Aviation Authority, and Karen Walker, controller for Rasier LLC, signed the agreement. 

The interim operating agreement requires Raiser to:
  • Pay an operating fee of $80.50 a day while the interim agreement is in effect.
  • Maintain insurance coverage to protect itself and the Aviation Authority from claims and actions resulting from accidents or injuries or other claims.
  • Comply with all provisions in state law regarding ride share operators and transportation network companies.
  • Conduct local and national criminal background checks for each driver that covers multistate and multijurisdictional criminal records as well as national sex offender registries.
The Aviation Authority is expected to adopt a new ground transportation ordinance that includes provisions for ride share operators in September. Until now, ride share operators could drop off passengers picked up elsewhere but could not solicit business by picking arriving passengers at the airport.

The interim operating agreement remains in effect until the Aviation Authority Board adopts an updated ground transportation ordinance that is expected to include regulations for ride share operators.

“It is clear passengers want this service and we are working diligently to respond to that.  When state law was modified earlier this year, we began working to do what we can to provide this service to our passengers,” Campbell said. “Our goal is we want to create a fair environment for the limo and tax operators that have been loyal providers of transportation services and to put measures in place that provide for the safety of our passengers.”
