Notice is hereby given by the Charleston County Aviation Authority (the “Authority”), the governing body of the Charleston County Airport District (the “District”), to all interested persons that a public hearing will be held regarding the proposed plan of finance by the District to issue a Subordinate Airport Revenue Note (the “Note”). The plan of finance includes the issuance of the Note as a revolving line of credit promissory note in the maximum principal amount of $100,000,000 for the purpose of financing an airport project (the “Project”) under Section 142(a)(1) of the Internal Revenue Code of 1986, as amended (the “Code”). The Note is intended to be issued as a qualified exempt facility bond for an airport under Section 142(a)(1) of the Code.
The Project will be located at the Charleston International Airport, 5500 International Blvd., North Charleston, South Carolina 29418-6911. The Project will be owned by the District.
Pursuant to IRS Revenue Procedure 2022-20 allowing remote telephonic hearings to qualify as “public hearings” required for private activity bonds under Section 147(f) of the Code, the public hearing will be conducted telephonically on Monday, April 7, 2025, at 11:00 a.m. Eastern time, and the public will not be able to attend in person. However, all persons who wish to speak (subject to the conditions provided in the next sentence) or listen to the public hearing may join by calling toll-free at 1-866-528-2256 and using access code 4222576. All persons who intend to express their views for or against the proposed issuance of the Subordinate Obligation, the nature of the financing, or the approval of the issuance of the Subordinate Obligation must contact the Authority, not less than 24 hours prior to the public hearing, via email to bjames@iflychs.com to inform the Authority of your intent to do so. Those who participate in the public hearing will be permitted to address the Authority regarding the financing, the Project or the Note.
